Full Job Description
Koniag IT Systems LLC, a subsidiary of Koniag Government Services, is seeking a skilled Stakeholder Engagement & Knowledge Management Specialist to join their team supporting a key government client at Langley Air Force Base in Hampton, Virginia. This pivotal role is responsible for overseeing enterprise communications and knowledge management for the Air Combat Command's (ACC) Artificial Intelligence (AI) and Robotic Process Automation (RPA) acceleration program. The specialist will ensure ACC leadership has prompt access to critical information, insights, and lessons learned derived from training deployments, fostering informed decision-making and program advancement.
Key Responsibilities:
- Develop comprehensive read-aheads, briefing packages, and decision papers for ACC data councils, AI working groups, and change control boards.
- Formulate structured alternatives analyses with clear, actionable recommendations tailored for Government review.
- Collaborate with the Program Manager and technical Subject Matter Experts (SMEs) to translate complex AI/RPA concepts into executive-level summaries.
- Attend and actively participate in governance meetings (both in-person and virtual) to meticulously capture decisions, action items, and guidance.
- Maintain the RAID (Risks, Assumptions, Issues, Dependencies) log, documenting all governance decisions and coordinating their closure with the Program Analyst.
- Manage and maintain a governance calendar, ensuring it aligns with ACC's operational tempo and coordinating PM/SME participation.
- Design and implement a command-wide adoption messaging calendar synchronized with ACC's operational tempo, major exercises, and leadership communication cycles.
- Coordinate messaging themes with the Deputy PM and Change Management Specialists to ensure consistency across Tier 1, Tier 2, and Tier 3 training delivery.
- Prepare leadership messaging templates and data summaries for use by ACC/A3, ACC/A6, and wing leadership in command communications.
- Craft compelling success story narratives that highlight mission-relevant AI/RPA use cases and demonstrate documented Return on Investment (ROI).
- Coordinate the launch of quarterly adoption campaigns across ACC, utilizing COR-approved communication channels.
- Monitor messaging effectiveness through user engagement metrics and training enrollment trends.
- Serve as the administrator and primary point of contact for the enterprise knowledge management repository, hosted on SharePoint or DAF365.
- Maintain an authoritative solution catalog, documenting all developed AI/RPA workflows organized by mission function, including adaptation guidance for cross-wing scaling.
- Curate and organize a comprehensive repository of training materials, user guides, Standard Operating Procedures (SOPs), troubleshooting documentation, and platform best practices.
- Enforce version control, metadata tagging, and search optimization to facilitate quick and easy access to relevant content.
- Conduct quarterly audits of the knowledge base to identify outdated content, content gaps, and opportunities for consolidation.
- Track knowledge base utilization metrics and identify content that effectively reduces help desk ticket volume.
- Liaise with Mobile Training Teams (MTT 1 and MTT 2) to capture lessons learned from every wing visit.
- Conduct structured debriefs with MTT members within five business days of their rotation completion.
- Document adoption barriers, training gaps, technical issues, and wing-specific best practices identified during deployments.
- Translate captured lessons learned into actionable recommendations for curriculum updates, process improvements, and future wing visit planning.
- Maintain a lessons-learned repository accessible to all Key Personnel and the COR.
- Integrate recurring themes from lessons learned into the training feedback loop managed by the Deputy PM.
- Develop content packages for Quarterly Performance Briefs delivered to ACC leadership.
- Collaborate with the Data Analyst to extract Key Performance Indicator (KPI) data from the Performance Dashboard and translate metrics into executive narratives.
- Draft success story slides, ROI summaries, and adoption trend analyses.
- Prepare briefing appendices, including solution catalog updates, training completion statistics, and wing visit schedules.
- Coordinate PM review and COR approval of all briefing materials at least five business days before scheduled briefs.
- Act as the primary point of contact for wing Public Affairs Offices (PAOs), coordinating adoption messaging and success story releases.
- Facilitate quarterly virtual user forums to connect trained Airmen across ACC, in coordination with the Deputy PM.
- Coordinate annual in-person roadshows at major ACC installations to foster communities of practice.
- Manage stakeholder distribution lists, communication preferences, and feedback channels.
- Track stakeholder engagement metrics and report trends in monthly status reports.
Required Qualifications:
- Possession of a Secret (T3) clearance, required at contract start.
- Minimum of 4 years of experience in knowledge management and stakeholder communications within DoD or federal government environments.
- Demonstrated success supporting DoD governance bodies, including working groups, data councils, steering committees, or change control boards.
- Proven experience developing executive-level briefing materials, decision papers, and strategic communications.
- Experience managing enterprise knowledge repositories with over 100 users.
- CompTIA Security+ certification (DoD 8140.03 baseline), required.
- Hands-on experience with SharePoint or Confluence administration, including configuring sites, managing permissions, and organizing content libraries.
- Advanced proficiency in the Microsoft Office Suite (Word, PowerPoint, Excel).
Preferred Qualifications:
- Knowledge Management certification (e.g., KM Professional, Certified Knowledge Manager, or equivalent).
- Experience supporting Air Force or ACC organizations.
- Background in instructional design, technical writing, or adult education.
- Familiarity with AI/ML, RPA, or data analytics concepts (technical implementation not required).
- Previous experience supporting organizational change management or technology adoption initiatives.
- Understanding of DoD Public Affairs protocols and clearance review processes.
- Experience with data visualization tools such as Power BI or Tableau for stakeholder reporting.
- Experience with the DAF365 collaboration environment is strongly preferred.
- Familiarity with Microsoft Teams, OneDrive, and the Power Platform for knowledge sharing.
