Planning Engineer - Fleet and Project

Alstom is seeking a full-time Planning Engineer for Fleet and Project roles in New Delhi, India. This position (Job Code: IN-PL-00_003) is crucial for managing depot operations and project planning within the Services division.

Purpose of the Job

The Planning Engineer - Fleet & Project is responsible for:

  • Managing the 24-hour depot plan to meet customer, safety, and reliability requirements within resource and facility constraints.
  • Optimizing depot usage and coordinating train movements within the depot.
  • Planning and executing service projects, including mobilization and execution.
  • Ensuring the efficient and effective maintenance of the fleet 24/7, delivering clean, available, reliable, and safe trains for service.
  • Supporting the definition and implementation of project fleet strategies aligned with customer contractual requirements.
  • Assisting in maintaining project fleet availability and reporting on project Key Performance Indicators (KPIs).

Main Responsibilities

Customer Relations:

  • Provide up-to-date information on fleet status to internal and external customers.
  • Ensure real-time customer support and efficient management of forward-facing defects.

Operations:

  • Schedule maintenance examinations at the depot according to requirements to ensure consistently high fleet availability, meeting contractual obligations.
  • Allocate sufficient time for preventive maintenance and repairs, considering depot capacity.
  • Prioritize depot work to meet train availability requirements.
  • Respond to train failures and infrastructure issues in collaboration with the operator to minimize impact on the production plan.
  • Liaise with Alstom Fleet Control on all planning matters to ensure special/urgent requirements are addressed and to agree on the long-term plan.
  • Provide input to the Train Movement team.

Performance & Efficiency:

  • Optimize depot usage.
  • Minimize service disruption and manage service delivery in accordance with contractual Quality, Cost, and Delivery (QCD) requirements.
  • Set, monitor, and control planned maintenance, including outstanding defects, reliability, and safety checks.
  • Monitor planned resources (facility, materials, labor) to ensure the production plan is achievable.
  • Supervise all vehicle movements within the depot.

Continuous Improvement:

  • Promote continuous improvement methodologies within the fleet team and ensure robust processes are in place.

Team Management (if applicable):

  • Lead, coach, and develop team members.
  • Lead specific duties of the fleet planners team.
  • Ensure compliance with all relevant procedures and report/recommend potential improvements.

Key Performance Indicators

  • Deliver agreed timetable requirements daily as agreed with the Fleet and Maintenance Manager.
  • Maintain and deliver safe operations at all times.
  • Support reliability and performance targets as agreed in the contract.

Educational Requirements

  • Time-served apprenticeship or equivalent with associated technical qualifications (Higher National Certificate/Ordinary National Certificate/City & Guilds) or recognized equivalent.
  • Planning experience in a maintenance environment.
  • Relevant administrative qualifications.

Desired Knowledge / Experience

  • Knowledge of quality and safety systems.
  • General knowledge of rail vehicle maintenance requirements.
  • Experience working in a Service Site or Production environment.
  • Understanding of customer needs.
  • Proficiency in the country's language.

Behavioral Competencies

  • Strong communication, report writing, and organizational skills.
  • IT proficiency, including office packages and planning tools like SAP, MS Project, PMS.
