Job Summary

We are seeking a highly technical Development Engineer with a strong understanding of Microservices-based architecture. The ideal candidate will contribute to the development of our new payments platform, adding significant value to the bank.

Key Responsibilities

Strategy

  • Develop and define the strategic direction and roadmap for the SCPAY platform, ensuring alignment with the bank's overall Business Strategy, ITO Strategy, and investment priorities.
  • Stay abreast of the latest industry trends, innovative products, and solutions to deliver effective and rapid product capabilities.
  • Support Cash Management Operations by leveraging technology to streamline processes, enhance productivity, reduce risk, and improve controls.

Business

  • Collaborate closely with the Payments Business team to manage product programs from investment decisions through design, specification, solutioning, development, implementation, and handover to operations, securing support from other Standard Chartered teams.
  • Ensure the timely and high-quality delivery of projects within budget constraints.
  • Assist respective businesses in maximizing Return on Investment, commercializing capabilities, supporting bid teams, monitoring usage, improving client experience, enhancing operations, and addressing defects for continuous system improvement.
  • Foster an ecosystem of innovation and enable business growth through technology.

Processes

  • Oversee the end-to-end delivery of the technology portfolio for key business product areas, including Payments & Clearing.
  • Own the technology delivery of projects and programs across global Standard Chartered markets to:
    • Develop and enhance core product capabilities.
    • Ensure compliance with regulatory mandates.
    • Support operational improvements, process efficiencies, and the zero-touch agenda.
    • Build a payments platform aligned with the latest technology and architecture trends, ensuring improved stability and scalability.
  • Interface with business and technology leaders from other Standard Chartered systems to facilitate collaborative delivery.

People & Talent

  • Recruit, engage, and retain high-quality talent to ensure the Payments Technology team is adequately staffed and skilled to meet business commitments.
  • Lead by example, fostering an appropriate culture and values. Set clear expectations for the team and collaborate effectively with risk and control partners.
  • Address skill and capability gaps through continuous learning and development initiatives.
  • Ensure clear role definitions, job descriptions, and expectations, providing regular feedback to the entire team.
  • Maintain an optimal balance of in-house and vendor resources.

Risk Management

  • Proactively ensure that the Payments ITO Team operates at acceptable risk levels and adheres to control standards through regular assurance activities.
  • Act swiftly and decisively to address any identified risk and control weaknesses within prescribed timeframes, escalating issues as necessary through relevant committees.
  • Balance business delivery objectives (time, quality, cost) with risk and control management to ensure they do not compromise the Group's acceptable risk levels.
  • Ensure robust business continuity and disaster recovery planning for the entire technology portfolio.

Governance

  • Promote an environment that emphasizes compliance with internal control functions and the external regulatory framework.

Regulatory & Business Conduct

  • Exhibit exemplary conduct and live by the Group's Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring adherence to all applicable laws, regulations, guidelines, and the Group Code of Conduct.

Skills and Experience

  • Proficiency in Agile processes and Scrum Methodology.
  • Experience facilitating Scrum ceremonies.
  • Demonstrated Servant Leadership qualities.
  • Familiarity with JIRA and Confluence tools.
  • Strong Communication and Interpersonal skills.

Qualifications

  • Minimum of 2 to 4 years of experience in a Development role, with a couple of years in a Dev Lead role being a significant advantage.
  • Solid knowledge of Java, Microservices, and Spring Boot.
  • Technical Knowledge: Java / Spring Boot, Kafka Streams, REST, JSON, Netflix Micro Services suite (Zuul / Eureka / Hystrix etc.), 12 Factor Apps, Oracle, PostgresSQL, Cassandra, and ELK stack.
  • Ability to collaborate effectively with geographically dispersed and diverse stakeholders.
  • Excellent communication and interpersonal skills for managing senior stakeholders and top management.
  • Knowledge of JIRA and Confluence tools is desired.
