Position Overview

Title: Capture Analyst / Pre-sales Analyst

Location: 100% Remote

Employment Type: Full-Time

Shift Time: EST (6:30 PM IST - 3:30 AM IST)

Key Responsibilities

• Identify, qualify, and pursue federal contract opportunities in staffing, IT consulting, and digital transformation across FedCiv and DoD agencies, including DHS, VA, HHS, DOJ, USDA, and DoD components.
• Conduct thorough opportunity assessments based on agency relevance, contract type (e.g., IDIQs, GWACs, BPAs), value, set-aside status, and competitive landscape.
• Develop and execute comprehensive capture strategies, encompassing win themes, pricing inputs, teaming arrangements, and bid/no-bid decisions.
• Cultivate and maintain robust relationships with agency contacts, prime contractors, and subcontractors to influence opportunities and grow the sales pipeline.
• Collaborate effectively with proposal teams, pricing analysts, and leadership to produce compelling capture plans, pipeline reviews, and executive briefings.
• Monitor federal procurement trends using platforms like SAM.gov, FedBizOpps, and agency forecast portals, delivering actionable intelligence to management.
• Contribute to business development initiatives by supporting RFI/RFP responses and oral presentations.

Who We're Looking For

• Experience: A minimum of 3-7 years in federal capture, business development, or proposal management, with a demonstrated track record of winning contracts, particularly in areas like staffing vehicles and IT services GWACs (e.g., Alliant, OASIS).
• Technical Knowledge: A deep understanding of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), various contract types (IDIQs, GWACs, BPAs, MACs), set-aside programs (8(a), HUBZone, SDVOSB), and federal acquisition processes.
• Agency Expertise: Familiarity with civilian agencies (DHS, VA, HHS, DOJ, USDA) and DoD agencies/components. Experience with staffing schedules such as SEWP or ECS is advantageous.
• Skills: Strong analytical capabilities for opportunity evaluation; excellent written and oral communication skills for presenting strategies and pipeline updates to executives; proficiency with tools like GovWin, Bloomberg Government, or Salesforce.
• Personal Attributes: Self-motivated, proactive, and adept at working independently in a fast-paced remote environment; a genuine passion for federal growth and problem-solving.
• Other Requirements: U.S. citizenship is mandatory for federal compliance; ability to obtain a security clearance may be required.
